In Memoriam: Julian Taylor Bolton (October 28, 1949 – August 4, 2025)

It is with deep sadness that we announce the passing of Julian Taylor Bolton, a dear member of the National Organization of Black County Officials (NOBCO) community. Julian’s legacy of service, leadership, and integrity has left an indelible mark on both his community and the many lives he touched.


Born in Memphis, Tennessee, on October 28, 1949, to Alex and Millicent Bolton, Julian’s journey from Memphis to Chicago and back shaped his unwavering commitment to education, public service, and justice. His academic path led him to Southwestern College (now Rhodes College), where he earned a Bachelor of Arts in Communication in 1971, and later to Memphis State University (now the University of Memphis), where he received a Master of Arts in Theater in 1973.


In 1982, Julian was elected to the Shelby County Commission, where he served for 24 years, including as Chairman in 1995. His leadership in both the Budget and Legislative Committees highlighted his vision and dedication to improving the community. Julian’s legal career also flourished, culminating in the founding of his own practice, The Law Office of Julian T. Bolton. He was a proud member of the Tennessee Bar and served as General Counsel for NOBCO.


Julian’s service extended far beyond his political and legal work. He was a board member of many organizations, including the Midtown Mental Health Center Board and the National Association of Counties. His lifetime achievements were recognized with numerous honors, including the Rhodes College Distinguished Alumni Award and the City of Memphis Exemplary Service Award.


A devoted husband, father, and grandfather, Julian is survived by his wife of 49 years, Joyce Walker Bolton; their three children; and his beloved granddaughters. His siblings, extended family, and countless friends will continue to honor his memory.


For NOBCO, Julian’s legacy extends beyond his professional accomplishments. He was a beloved mentor to many, including our Chairman Derek Albert, who was deeply impacted by Julian’s generosity and guidance, having received his first scholarship from NOBCO during his early years. Julian’s dedication to uplifting others will forever remain at the heart of NOBCO’s mission.


Julian Taylor Bolton’s enduring legacy of leadership, service, and love for his community will be remembered by all who had the honor to know him.
